Just to add a little more confusion to an already muddy topic. If I was an evil elite who wanted to get rid of all of the revolutionary conspiracy outlaw types then I would release a disease with a vaccine. I would then release a load of disinformation about the vaccine. Maybe put some random stuff in it to confuse people. I'd start the disease off slow but try and make everybody take the vaccine. All the non-conformist revolutionary types would naturally avoid taking it.
